Yes, quite a few USAFA cadets get PRK.  DO NOT get it privately, as that woud DQ you. Keep up your grades, make eagle, stay fit, join a sport, and take leadership positions in activities you like.  That will set you up to very competitive for admissions into USAFA or AFROTC.

The one most likely to get you into OCS.

You would need a vision waiver, most definitely.  That may or may not be an issue. The hand issue sounds like an issue highly likely to DQ you from passing a flight physical.  You should really try to talk to an AF doctor about that.  I don't know nearly enough to give any real advice/opinion.
