The airlines splitted from CAAC (Civil Aviation Authority of China) would be merged into 3 large airline groups, Air China Group, China Southern, China Esatern, and 3 other non-airline groups, and they are all unhooked from the CAAC.
The CAAC would not be responsible for profits / losses of any one group mentioned above, and the groups would be fully responsible for their operation. The CAAC would only be responsible for aviation safety since then, like that of US FAA.
This is effectively changing the 3 airline groups from mostly state-owned to fully privatized.
This is the largest change in Mainland China Civil Aviation ever.
