Cebu Pacific Air is started as a Philippines domestic only carrier.

Cebu Pacific has one of the lowest cost and highest customer loyality among Philippines carriers, because is offers excellent on-time performance of more than 80% since 1999, and more than 90% of flights have delay less than 15 minutes, much better than competitior Philippines Airlines. Its domestic fleet consists of only DC-9 of 110/115-seat full 32-in pitch Economy Class, thus greatly reducing cost.

It has excellent safety record despite of old domestic fleet because of its excellent maintenance. Its maintenance schedule is more frequent than other airlines.

It undergone an important change when it started international service from Manila to Hong Kong and Seoul since 2001. Unlike the domestic fleet, its international fleet of B757 has both Economy Class and Premium Class. Its Premium Class is just as expensive as Economy Class of Philippines Airlines, and thus is popular, not to mention Economy Class of Cebu Pacific.
