Ofcr F16 can land with full carry, and ofrc not with full fuel bcs, fuel is need 2 power the engine, but i ve saw landing "without engine", but no fuel.

Some block numbers can do that. Others can't

Because some of the later block numbers have a lot of extra stuff built in which make them heavier. LANTIRN etc.
