Mattala International Airport is located in Sri Lanka, started operations in 2013 and the new government is looking for investment strategies to offload the burden of repaying the loan to build the airport. If there is an investor, this is the plan.

Built: New in 2013 meeting all ICAO international airport requirements
Cost: The airport has cost the government USD210 million with a loan.
Offer to the government:
(1) Buy outright on a 10 year structured repayment scheme to include loan interest; OR
(2) Lease for a maximum allowable period (approx 30 yrs) where lease amount should be to cover governments repayment amount + a just little more.
Objective:
a. Maintenance facility (MRO) offered to the region who does not have slots
b. Ground handling facilities of all at HRI affiliated with a major provider
c. Cargo hub for a major operator affiliated with a major provider
d. Training facility (FTO to be upgraded to a TRTO) affiliated with a major provider
e. AND lots of other ideas!
